There not enough information about your network, but you could add iptables rule iptables -t nat -A POSTROUTING -s 192.168.8.0/24 -o eth0 -j MASQUERADE and try to check what happened. Wake-on-LAN (WoL) can and does work over a VPN connection. Assuming you have a router with a built-in VPN option—like those offered by OpenWRT or Asuswrt-Merlin—the WoL packets will indeed reach the router on its VPN interface (e.g., tun0).
