The Joint Personnel Recovery Agency (JPRA) is a Chairman's Controlled Activity and is designated as DoD's office of primary responsibility for DoD-wide personnel recovery (PR) matters, less policy. JPRA is headquartered in Fort Belvoir, Virginia with schools located in Fredericksburg, VA and Spokane, WA. [1] JPRA currently provides for commanders, forces, and individuals on joint PR activities. The Joint Personnel Recovery Center (often referred to as JPRC) was a joint task force within Military Assistance Command, Vietnam (MACV) active from 1966 to 1973, whose mission was to account for United States, South Vietnamese and Free World Military Assistance Forces (FWMAF) personnel listed as Prisoners of War (POW) or Missing in Action (MIA) in the Vietnam War. But, with the growing importance of personnel recovery (PR), the United States Department of Defense established the Joint Services Survival, Evasion, Resistance, and Escape (SERE) Agency (JSSA) in 1991 and designated it the DoD EA for DoD Prisoner of War / Missing in Action (POW / MIA) matters. The Defense POW/MIA Accounting Agency (DPAA) is an agency within the U.S. Department of Defense whose mission is to recover and identify unaccounted Department of Defense personnel listed as prisoners of war (POW) or missing in action (MIA) from designated past conflicts, from countries around the world. The joint exercise also included support from the Joint Personnel Recovery Agency and the U.S. Army Special Operations Command while training SERE specialists from the Air Force and Navy. JPAC, the Defense POW/Missing Personnel Office (DPMO), and certain functions of the U.S. Air Force's Life Sciences Equipment Laboratory, were all merged into the new Defense POW/MIA Accounting Agency.
